Terminal 5 Refrigerated Container Electrical Upgrades

Scope of Work:

The purpose of the proposed project is for SSA Terminals (Seattle Terminals) LLC (SSAT) to install the necessary electrical infrastructure to supply power for up 960 new refrigerated containers. The project includes pulling new service from the existing T5 primary substation at the south end of the facility through existing duct bank installed as part of the Terminal 5 Berth Modernization Upgrades project. New duct bank, power, and communication vaults will be installed, extending the existing 15kV duct banks to provide service to four (4) new refrigerated container substations (substation 5/6 and substation 7/8), which provide power for outtap boxes and refrigerated container receptacles. Substations and refrigerated container plugs have been pre-procured by the owner. Installation of the substations will be the responsibility of the site contractor and coordination will be required between the substation vendor, owner, engineer, and site contractor.

This project is being partially funded by a USDOT Maritime Administration (MARAD) Port Infrastructure Development Program (PIDP) Grant and will be subject to Buy American Requirements.

Estimated Contract Price:  approximately $25 to $30 million.

Questions and Request for Clarifications: All questions, requests for information, and Pre-Bid material substitutions, must be submitted in writing by a prime contractor and received by 11:00 AM on August 16th, 2024 via email (instructions provided to interested prime contractors).

Pre-Bid Site Walk (Mandatory): Two (2) mandatory pre-bid site walks will be held. Bidders must attend one of the two to be considered a responsible bidder. Additional information regarding the pre-bid meetings will be provided via addendums and posted on Box.

Proposal Due Date: Proposals will be submitted via email no later than 2:00 PM (PST) on August 28, 2024.  Late bids will not be accepted.
